Brad graduated Magna Cum Laude and Phi Beta Kappa in 1991 from the University of California-San Diego with a B.A. in Quantitative Economics & Decision Sciences. Brad went on to attend the University of San Diego where he received his Juris Doctorate in 1994, graduating Cum Laude. While at the University of San Diego School of Law, he was a Member of the San Diego Law Review and President of the Student Bar Association.
In 1996, Brad joined the Firm, then known as the Law Offices of Everett L. Bobbitt. Later the Firm name was changed to Bobbitt & Pinckard, APC. In July 2005, the Firm was renamed Bobbitt, Pinckard & Fields, APC, to reflect Brad's elevation to partner.
Throughout his years of service with the Firm, Brad has focused his practice on all phases of peace officer legal defense, including the representation of officers in investigations, pre-disciplinary informal appeals, and post-disciplinary evidentiary hearings. Brad has also assisted in representing officers in course-and-scope criminal defense matters.
Brad has contributed greatly to the body of peace officer appellate law. Brad worked as lead counsel in oral argument or on briefing in numerous published and unpublished cases of the California Court of Appeal and assisted with briefing in the recently published California Supreme Court case involving the confidentiality of peace officer records, Copley Press, Inc. v. Superior Court.
Brad has a passion for the representation of peace officer labor associations. He has negotiated Memorandums of Understanding for many law enforcement associations. He has both informally (through informal resolutions and grievances) and formally (through arbitrations and writs of mandate) resolved disputes regarding contract interpretations and enforcement. In fact, one of the published cases of the California Court of Appeal in which he served as lead counsel involved a victory for law enforcement associations in the area of MOU interpretation. In that case, National City POA v. City of National City, the Fourth District Court of Appeal held that agencies are not entitled to deference when interpreting the language of public employee contracts. Brad has successfully enforced the right to continued policies and past practices that benefit peace officer associations and their members.
Brad is a certified instructor for California POST training and has served as an instructor for PORAC'S Internal Affairs training seminars. Brad has taught police association contract enforcement classes at PORAC'S annual training symposium. Brad also provides training to administrators, supervisors and officers in matters ranging from critical incident response to the Public Safety Officers Procedural Bill of Rights.
Brad currently serves as lead labor attorney on behalf of law enforcement associations throughout San Diego County.
In addition to California Courts, Brad is licensed to practice in the United States District Court for the Southern and Central Districts of California, the United States Court of Appeal for the Ninth Circuit and the for the Federal Circuit, the United States Court of Claims, and the United States Supreme Court.
